Holley appoints
new police chief

A long-time Holley resident has come out of retirement to accept the position of police chief.

Kim Hinkley, a former Rochester City Police Department officer, was sworn in September 12 by Holley Mayor Daniel Schiavone as the new acting chief. Hinkley, who is a practicing attorney, retired from the RPD in 1999 following 20 years of service. "I came out of retirement because I miss law enforcement," he said at the ceremony. "I also want to help make a difference in my community."

Hinkley and his wife, Roxann, have three children, Kevin, Alex and Melissa. "Being on the force will give me the opportunity to interact with the community and help instill the public's confidence in our department," Hinkley said. "We have an excellent group of guys on the force."

Schiavone said he's proud to have someone of Hinkley's caliber on the force. "I know he will steer the police department in the right direction," he said. "He has a high regard for duty and public safety."

Hinkley was appointed at an August board meeting. "I promise to do a good job for the village."

The new chief was a former Holley police officer for three-and-a-half years before he left to join the Rochester police force.

The swearing in ceremony was held in the village's gazebo near the canal.

Hinkley replaces former police chief Michael Grattan, who was charged on June 17 with fourth degree attempted criminal possession of a controlled substance. Grattan, free on bail, remains suspended from the force. While he has been stripped of his title, he is still receiving his salary, according to village officials.
