Doug Hurlbutt was the surprised and emotionally affected recipient of the Citizen of the Year award presented by Hilton Mayor Bill Carter at Doug's retirement celebration held at St. Paul Lutheran Church March 23. Hurlbutt was honored for his many years of service to the community including running his home delivery dairy business, serving in the local fire department and being a trustee and mayor of the Village of Hilton.
