Brooks announces projects approved by COMIDA

Monroe County Executive Maggie Brooks announced that the County of Monroe Industrial Development Agency (COMIDA) approved incentives for 10 local economic development projects.

"Monroe County, through COMIDA, is pleased to support these projects, which represent economic growth and job creation in our community," said Brooks. "We thank these companies for their commitment and investment in our economy."

The projects approved by COMIDA in this area include:

  • RCS Development, LLC of Spencerport which manufactures attachments for heavy equipment such as snowpushers, angle blades and site boxes. RCS will be constructing an 11,400 square foot facility on five acres in the Town of Clarkson. The total project cost is $350,000 including $25,000 in manufacturing equipment. The move to a new facility will enable RCS to run more efficiently and allow for future growth. RCS currently employs six full-time and projects to add six full-time jobs within five years. The company seeks approval of the JobsPlus Tax Incentive.
  • Parma Senior Housing Associates, L.P. of Rochester who project is located in Hilton. Unity Health System (UHS), formed in 1997 by Park Ridge Health System and St. Mary's Hospital, operates a comprehensive array of health care and senior services in Rochester and Monroe County. UHS, through Parma Senior Housing Associates, proposes to construct an affordable 69-unit, two-story rental building, Hilton Senior Apartments, to be constructed at 100 Leith Lane, in the Village of Hilton. The project will serve adults age 55 and older with incomes at or below 60 percent of the area median income. The project will consist of 63 one bedroom units and six two-bedroom units. All 69 units will be handicap accessible and supportive services will be made available to all tenants. The total project cost is $7.4 million.
  • RAL Landscape, Inc. of Hilton is a landscape contractor specializing in commercial and residential landscape construction and maintenance. The applicant is applying for a sales tax exemption on the purchase of $175,000 in new equipment. The company currently employs eight full-time within Monroe County and will be creating one new full-time job. The company has been approved for a GreatRate on the equipment purchase through the Monroe County Industrial Development Corporation (MCIDC).

The EquiPlus program combines the investment incentives of the GreatRate and GreatRebate programs with the sales tax exemptions offered through COMIDA. Companies that receive GreatRate or Great Rebate benefits through MCIDC for the purchase of equipment can receive an additional sales tax exemption on the purchase of that equipment through COMIDA.

JobsPlus is a tax abatement program that, in addition to sales tax exemption and/or mortgage tax exemption, provides 90 percent abatement on increased assessment associated with the project in the first year, decreasing 10 percent per year for a 10 year period.
