Havenwood residents petition village board
While the plans for a new 65-home mature living sub-development are still in the conceptual design phase, residents of the Havenwood tract have petitioned the Brockport Village Board and the Planning Board to make sure their concerns are addressed before any approvals are given.
Cloverwood resident George Hage presented the petition, signed by 42 of the 50-something households in the Havenwood tract, at the April 2 village board meeting. One of the main concerns, Hage said, is that residents dont want the two tracts to be connected on Cloverwood. Hage said the tracts should be joined via Candlewick, as designated in the first conceptual plan, so that increased traffic affects as few residents as possible. Planning Board Chairman Tom Hare said that the purpose for putting the connector at the south end of Cloverwood would be to make cutting through the Havenwood tract an unlikely choice for most residents of the new development.
Another sticking point is construction vehicle traffic through the Havenwood tract. Developer Don Hibsch will build a new entrance from East Avenue that must cross a tributary of the Brockport Creek. Hibsch will construct a bridge or culvert (plans are not finalized) from both the East Avenue side and from behind Cloverwood. But residents dont want Hibsch to be able to do any other construction, besides the bridge work, until the bridge is complete. The planning board has been considering allowing Hibsch to begin building the road and digging basements simultaneously with the bridge construction. Havenwood residents say they dont want any more construction equipment than is necessary in their neighborhood.
The structural stability of the Havenwood bridge itself is in question. The villages engineer is in the process of assessing whether the bridge is suitable for heavy construction traffic.
Hage said the "pulse of the community should be considered," as the Hibsch project moves through the planning process. Hibsch will be meeting with the planning board again on April 9. A planning board public hearing on the development will not reconvene on that date as originally expected. The public hearing could reconvene on May 14.
Hare said the developer is seeking preliminary approval on the entire project, but that final approvals would be granted section by section.
