Brockport Hibsch project approved
The Brockport Planning Board gave approval to conceptual plans for the Hibsch cluster development at its September 10 meeting. The 64-home subdivision will be built on the south side of East Avenue adjacent to the east end of the Havenwood tract.
Developer Don Hibsch is setting up an association to govern the housing development which will be marketed to empty-nesters age 55 and up, although, in the association guidelines Hibsch presented to the planning board, 25 percent of the residences could be occupied by people age 50 and up. The association plan has to be approved by the state attorney general.
The planning board will grant final approval to the project in phases. Hibsch expects the build-out to take about five years.
The Village of Brockport created cluster zoning earlier this year that allows developers to arrange housing units on a property in a different arrangement than allowed under regular single family housing regulations. The number of housing units must remain the same, but the houses generally have smaller than normal lots creating a green space for community use.
Hibsch's plans include two ponds, a detention pond at the south end nearest the canal, a retention at the north end. There will be a gazebo near the detention pond and hiking trails throughout the green space, including access to the canal path.
Stub roads will be installed at the subdivision's eastern edge as another developer is planning a housing tract to be adjacent to Hibsch's property.
