This certification is achieved by the continuing training and education, and professional dedicated service of a town clerk. According to Barbara Decker, President of NYSTCA, the recent title conferred is a very prestigious and beneficial designation. According to the official publication of the New York State Town Clerks Association, three town clerks received the title. Kathi A.
