Public hearing set for Hamlin Comprehensive Master Plan
The Hamlin Town Board has completed the final touches on the revised Comprehensive Master Plan (CMP), which was referred to them in November 2005 by the CMP committee. A public hearing is planned for Wednesday, December 13 at 7:30 p.m. at the Hamlin Town Hall gymnasium to present the plan which is the first update to the town's Comprehensive Master Plan in 10 years.
"The intent of the public hearing is to publicly present and discuss the Master Plan, listen to and consider the public's comments and input and respond to any questions," Supervisor Denny Roach wrote in an e-mail. "I am very pleased with the final version of this plan. It was a long time in the making but the final results are worth it."
The core of the plan is the eight goals, which represent the best consensus of public officials and the citizens as to the direction they would like to see the town take, look like and become over the next five to 10 years.
The eight goals address: Community Character, Land Use, Environmental Protection, Parks and Open Space, Infrastructure, Economic Development, Traffic and Transportation and Community Facilities. Each goal is supported by a number of policies which are actions necessary to achieve the goal.
"In order for it to be a working document," Roach said, "we have added an Implementation Matrix, which prescribes a general time frame (short-, intermediate-, and long-term) for the policy to be implemented and the responsible party for accomplishing it."
Included as an appendix is the survey results from the town survey taken in 2003. The plan is the blueprint for proposed or revised zoning laws, subdivision regulations, proposed development and other issues. "By reflecting the goals and aspirations of the community, the document will provide an on-going framework for town officials and planners," Roach said.
