GTC Seeks Public Comment on Draft Unified Planning Work Program

The Genesee Transportation Council (GTC) is inviting public review and comment on its draft Unified Planning Work Program (UPWP), the agency’s operating plan and annual budget for the upcoming fiscal year.
The UPWP identifies recommended transportation planning projects and ongoing activities that GTC, its member agencies, and partner municipalities will advance throughout the nine-county Genesee-Finger Lakes Region. The draft document and accompanying list of proposed planning projects are available for public review and comment through Wednesday, February 11, 2026.
The proposed UPWP reflects the vision and priorities of GTC’s Long Range Transportation Plan 2045 (LRTP). Recommended activities include a combination of specific planning studies and ongoing technical work, such as development of an active transportation plan, a scoping study examining development scenarios related to a major regional bridge, and data-driven efforts including land use monitoring, crash data analysis, and reviews of safety-related assets. The full list of recommended transportation planning projects includes descriptions, lead agencies or sponsors, geographic locations, and estimated costs.

Following the public comment period, the GTC Planning Committee will review and consider comments on February 12 before making recommendations to the GTC Board. The Board is scheduled to consider adoption of the final UPWP at its February 26, 2026, meeting. Both meetings are open to the public.
