Two residents comment on Mavis Tire project proposal
The public comment meeting held Tuesday, April 21 regarding the Draft Scoping Document for the proposed Mavis Discount Tire store in the Village of Spencerport only lasted about ten minutes, but two residents who spoke made it clear they have concerns regarding the environmental impact of the project.
The meeting was held by the Spencerport Planning Board at the village offices and is part of the environmental scoping process to address concerns regarding the project.
Terry West said he had studied the village’s comprehensive plan and felt the Mavis store is not part of the “good planning which enhances the life of residents,” called for in the document. “A hulking seven-bay tire and repair shop is not needed and not wanted,” he said.
He noted the village must “follow the comprehensive plan consistently.”
The Mavis store is proposed for 26 Slayton Avenue in the Tops Plaza. The original site plan called for a 6,700 square foot building with eight bays, but in February, Kris Schultz of Schultz Associates reported to the board that the building had been reduced to seven bays.
West said he is worried as to how the project might affect the future extension of East Avenue, which is part of the comprehensive plan.
West said he also questions how the store will affect parking in the plaza and noted there are two repair/tire shops in the village and, “fifteen tire shops in a ten mile radius (of Spencerport).”
Resident James White said he is also concerned the Mavis store might saturate the market and questioned the environmental impact if the store is not successful and ends up closing.
“We would be left with a specialized empty building,” White said. “I’m concerned it’s just not the right thing for our village.”
The Spencerport Planning Board is acting as lead agency for the project and on March 3 determined that the Mavis store may result in “significant adverse environmental impacts,” including noise, traffic and potential conflict with the village’s comprehensive plan.
The determination set in motion the scoping process currently underway and which will result in a final scope outlining potential environmental impacts to be addressed in a Draft Environmental Impact Statement (DEIS).
Planning Board members will continue to accept written comments by the public regarding the Draft Scoping Document through May 7. Comments can be mailed to the Village of Spencerport Planning Board, 27 West Avenue, Spencerport, NY 14559.
