Total Hospitalizations is down 12,819, New Hospitalizations 1,052

•We have tested 7,500 people statewide.
•Antibody study 14.9% positive when tested, Females 13.1%, Males 16.9%. Western New York tested at 7.1% positive.
•On re-opening we need to know what we are doing before we do it. Unveiled a May 15th Un-Pause Phase 1. Re-opening will be based on hospitalization rate, antibody testing, diagnostic testing and infection rate.
•Diagnostic testing criteria expanded with drive-thru testing facilities opening in five counties including Monroe County. To schedule an appointment to be tested call 1-888-364-3065 or go to covid19screening.health.NY.gov/
•Expanding testing to 1,000 fire fighters and 1,000 police officers. Will also be surveying 3,000 healthcare workers this week and 1,000 transit workers.
•Launching Nourish NY Initiative includes partnerships to turn the excess of milk into other dairy products including yogurt, cheese etc.
•We will build back better.

What You Need to Know

  • Schools and nonessential businesses will stay closed through May 15th.
  • Governor Cuomo issued executive orders 202.17 and 202.18 requiring all people in New York to wear masks or face coverings in public, including when taking public or private transportation or riding in for-hire vehicles.
  • Governor Cuomo outlined a phased plan to re-open New York and re-imagine a new normal for the state starting with construction and manufacturing, implemented in phases based on regional analysis and determinations. 
  • Preliminary Phase II results of Antibody Testing Study show 14.9% of the population have COVID-19 antibodies. Find more information and FAQs on antibody testing.
  • New York State is state is expanding diagnostic testing criteria to allow all FDNY and NYPD officers, first responders, health care workers, transit workers and essential employees to be tested for COVID-19 even if they aren’t symptomatic. 
  • There will be 5 new drive-though testing facilities opening in Monroe, Erie, Broome, Niagara and Oneida Counties.
  • $25 Million will be provided to food banks and providers most impacted by COVID-19.
  • A Nourish New York Initiative to purchase food and products from upstate farms and direct it to food banks across the state, working to prevent waste.
  • Governor Cuomo will issue an Executive Order allowing pharmacists to conduct diagnostic testing for COVID-19.
  • In the face of a dangerous uptick of domestic violence incidents, a new domestic violence text program and new confidential online service will aid victims of abuse.
  • Governor Cuomo will issue an Executive Order mandating the NYS Board of Elections automatically mail every New Yorker a postage-paid application for an absentee ballot.
  • New Yorkers without health insurance can apply through NY State of Health through May 15, 2020; must apply within 60 days of losing coverage.
  • New Yorkers can call the COVID-19 Emotional Support Hotline at 1-844-863-9314 for mental health counseling.
  • Testing is free for all eligible New Yorkers as ordered by a health care provider.
  • Your local health department is your community contact for COVID-19 concerns.  

Monroe County Update
•Supervisor Bello has been in communication with Bob Duffy regarding the unique nature of the Finger Lakes region, talking about opening, meeting with many partners to come up with a plan that protect the health of the area but also think about the economy.

•Primary Voting on June 23rd – Mailing Absentee applications to every voter but NOT mailing actual Absentee ballots.

•County Clerk Romeo reports County Clerks office does not deal with Marriage certificates. That’s up to the town/village. County is not able to process divorces or other marriage related certificates until it re-opens. No in person transactions for DMV, trying to do everything online. Surrendering Licenses Plates is number one request right now. Two secure drop off locations at COB and Irondequoit DMV. Check County Clerks website under COVID 19 for all updated notifications. Pistol Permit holders who want to change address or add or remove firearms, there is a mail in process that can take place now.

•County Commissioner for Public Health Mendoza reported antibodies test results of 3,000 random samples came in – 3.6% in our area (Upstate), 13% State Average, NYC 21% which could mean that the death rate is much lower than the predicted 0.5. Wanting to open things in a phased approach and testing is going to help us. Contact Tracing will be a huge part of this. 300 residents tested per day being increased to 400 per day and hoping to do even more. We are referring people to Walmart now to help with increased testing. Now have a better understanding and coordination with DOH. First 100 year old individual tested positive in Monroe County. Racial breakdown will be released later.

•Elective Surgery – Challenging the formula to open Elective Surgeries. Monroe County doesn’t qualify under the states formula but those metrics don’t apply based on our size and capacity.

Albany
How fast is the decline? How far does the number drop? Some projects flatten at 5,000 hospitalizations. Some projects flatten in June.

•Timeline:
Nov/Dec learning China had a virus outbreak
Jan 26 – First confirmed Case in both Washington & California
Feb 2 – Travel ban from China
Mar 1 – First confirmed Case in NYS
March 16th – travel ban from Europe
March 19th – NYS totally closed down

•Researchers now find the virus was spreading wildly in Italy in February, likely 28,000 cases in US in February, including 10,000 in NY. NY strains of coronavirus came from Europe, probably Italy.

•From January to the closedown in March, approximately 13,000 flights from Europe landed in NY and NJ airports carrying over 2.2. million people from Europe. We closed Europe flights a month after China.

•Virus can live: 
up to 72 hours on hard plastics and stainless steel (think pole on a bus or Vinyl seating)
up to 24hrs on cardboard
up to 4 hours on materials like copper
and hang out as droplets in the air for up to three hours before they fall

•NYS revenues will decline 13.3 billion (executive budget forecast)
6 Billion over the financial plan period of 2021-2024.

•Are we on the list of states who have submitted plans to reopen?
No we are not, we are in a much different kind of state than many others. COVID hit our state differently than others as well. CDC guidance recommends two full weeks worth of decline or flat before any state should open. So even to comply just with Federal guidance, we need the two weeks, then we open by region.
