•Will target efforts to reduce new COVID cases.
•Because of high density and transportation issues and to protect our children and educators, K-12 schools and college facilities will remain closed for the rest of the academic year. Decision on summer school programming will be announced end of May.

What You Need to Know
- Nonessential businesses will stay closed through May 15th.
- All K-12 schools and college facilities statewide will remain closed and continue to provide distance learning, meal delivery and childcare services for the remainder of the school year.
- Governor Cuomo issued executive orders 202.17 and 202.18 requiring all people in New York to wear masks or face coverings in public, including when taking public or private transportation or riding in for-hire vehicles.
- Governor Cuomo outlined a phased plan to re-open New York starting with construction and manufacturing, implemented in phases based on regional analysis and determinations.
- 35 counties that do not have significant risk of a COVID-19 surge in the near term can now resume elective outpatient treatments.
- Five new drive-through testing facilities have opened and are now accepting patients in Monroe, Erie, Broome, Niagara and Oneida Counties. Appointments can be made by calling 888-364-3065 or online at covid19screening.health.ny.gov.
- Preliminary Phase II results of Antibody Testing Study show 14.9% of the population have COVID-19 antibodies. Find more information and FAQs on antibody testing.
- New York State is state is expanding diagnostic testing criteria to allow all FDNY and NYPD officers, first responders, health care workers, transit workers and essential employees to be tested for COVID-19 even if they aren’t symptomatic.
- Preliminary results of the FDNY and NYPD antibody testing survey show 17.1% of FDNY officers and EMTs have COVID-19 antibodies; and 10.5% of NYPD officers have COVID-19 antibodies.
- 1,000 transit workers will be tested for antibodies to further determine the spread of infections among frontline workers.
- The state is partnering with the Kate Spade New York Foundation and Crisis Text Line to provide a 24/7 emotional support service for frontline health care workers: workers can text NYFRONTLINE to 741-741 to access these emotional support services.
- New York State-regulated health insurers will be required to waive cost-sharing, including deductibles, copayments and coinsurance, for in-network mental health services for frontline essential workers during COVID-19.
- New Yorkers without health insurance can apply through NY State of Health through May 15, 2020; must apply within 60 days of losing coverage.
- New Yorkers can call the COVID-19 Emotional Support Hotline at 1-844-863-9314 for mental health counseling.
- Testing is free for all eligible New Yorkers as ordered by a health care provider.
- Your local health department is your community contact for COVID-19 concerns.
Monroe County Update
Dr. Mendoza talked about what re-opening might look like. He has been doing research on re-opening after a pandemic and has studied experts in the field including a study by Johns Hopkins University. His thought is to think of all the situations by a variety of risk points. Things like re-opening parks vs churches. What birthday parties might look like. He also is considering who might be attending various functions and what the risk factors are for that.
He also talked about the 14 day CDC recommendation where we would need to be on a decline for 14 days in our hospitalizations.
Talked about the number of deaths from 2018-2020 deaths are actually less than previous years but it’s completely inconclusive metric. The people that are dying from COVID-19 had a 50% morbidity rate. COVID-19 isn’t really proving to increase the morbidity rate. People are staying home which is less accidents and deaths due to accidents.
He meets with Bob Duffy on Fridays to advise on the medical side.
Opening schools is not up to him but he just sees so many issues with re-opening schools prior to August/September as it is just very hard to control social distancing in places like schools that are already very dense enclosures.
Bob Duffy reported that he is not the one making the re-opening decision. He is meeting with stakeholders, asking questions and taking notes. He is giving this information directly to the governor’s office for them to make the decisions regarding re-opening. Also said that the Governors office specifically wanted notes and advice regarding Western NY and the Finger Lakes Region.

DOH updated procedures for elective surgery.
Expanding Drive Through testing sites in Upstate. Prioritizing symptomatic patients as well as first responders, nurses, essential workers. Who can get tested as we expand diagnostic testing? Still not everyone. Essential employees who come into contact with general public, someone with symptomatic conditions, has had close contact with a person who was infected, works for a healthcare system, first responders, or a clinician believes that an individual needs a test.
Monroe open at MCC Brighton Campus. Can schedule appointment at the hotline or the link. If you fit the testing criteria and need a test. Will run 8am to 6pm in future days. By appointment only: 888-364-3065 covid19screening.health.ny.gov. Do not have to be a resident of the county in order to get a test at any facility.
MC will be allowed to do elective procedures now. Public Works can allow for more work to be done so long as the employees are deemed Essential and those entities still need to be 50% from home as per the executive order. Concerns from DPW that they can’t stay under 50% as the grass grows and things start needing to be done.
