Town-wide reassessment underway in Ogden

For the first time since 2018, the Town of Ogden is conducting a town-wide reassessment. The purpose is to assess properties at current market value and redistribute the tax burden; ensuring property owners are paying a fair and accurate share of property taxes. Previously, the town was on a schedule of reassessing every four years, however, unusual market growth prompted a delay of the reassessment for the 2022 and 2023 assessment roll years.

The town’s equalization rate (ratio of market sales to assessments) has dropped from 100% (2019) to 69% (2023) with the expectation that it will continue to fall. The equalization rate affects exemption amounts (i.e. STAR, Veterans, etc.) as well as apportionment of the tax burden with shared municipalities (i.e. County, Schools, etc.).

In today’s economy it is vitally important to maintain a system that closely monitors property assessment equity. This ensures property is valued with uniformity and fairness, preventing inequities that could cause one sector of the town to pay more in taxes than they should. New York State Real Property Tax Law also requires all properties to be valued uniformly.

A reassessment or revaluation is the method of adjusting property values to reflect current market value. Market value is determined by comparing sales of similar properties. It is important to remember that not all property values increase or decrease at the same rate. That’s why periodic reassessments are conducted, to ensure properties reflect their current market value.

A reassessment does not create more tax dollars. Instead, it reevaluates properties to identify how much of the tax share each property owner is responsible for. It is important to remember that taxes, rates and budgets are established by the different taxing jurisdictions (Town, School Boards and the County).
