Please send Vanessa back to her family. This is absolutely insane. Require a muzzle in public if there are concern, require behavioral training, anything besides the cruel punishment she is being subjected to. Leaving her confined to a cage, covered in her own feces, and essential making her wither away without proper medical care and interaction from family is sick, cruel, and abusive behavior!!
