GTC seeks public comment on planned projects

The Genesee Transportation Council (GTC) has released the Draft 2019-2020 Unified Planning Work Program (UPWP) document with an accompanying list of planning projects selected for funding. The draft is available for public review and comment through Tuesday, February 12.

The 100-plus page, draft document is a compilation of federally funded transportation planning activities that will be progressed during the 2019-2020 fiscal year from April 1, 2019, through March 31, 2020, by GTC staff, its member agencies and other jurisdictions in the nine-county, Genesee-Finger Lakes Region. The UPWP allocates funding for both specific planning projects and ongoing programmatic functions.

Transportation planning projects funded through the UPWP must reflect the priorities and direction of the region as represented by the goals and objectives of the Long Range Transportation Plan 2040 (LRTP).

Highlights of the UPWP include tasks that address local active transportation plans; circulation, accessibility, and parking studies; and management of the existing transportation system.

The UPWP Development Committee guides the creation and subsequent updates of the document. The Committee consists of representatives from Livingston, Monroe, Ontario, and Wayne counties, the City of Rochester, New York State Department of Transportation, Rochester Genesee Regional Transportation Authority, Genesee/Finger Lakes Regional Planning Council and GTC.

The public is encouraged to review and submit comments relative to how the draft UPWP and the list of selected projects, meet the goals and objectives set forth in the Long Range Transportation Plan 2040 or any other comments they may have about the projects. Submit written comments to Genesee Transportation Council, 50 West Main Street, Suite 8112, Rochester, NY 14614, or via email to upwp@gtcmpo.org by Tuesday, February 12, 2019.

Subject to GTC committee review and consideration of public comments, the GTC Board will vote to adopt the new UPWP on March 7, 2019.

The GTC guides transportation planning in the Genesee-Finger Lakes region, which includes Genesee, Livingston, Monroe, Ontario, Orleans, Seneca, Wayne, Wyoming, and Yates Counties. By federal law, every urbanized area of the country with over 50,000 people must have a formal planning organization for transportation known as a Metropolitan Planning Organization (MPO). GTC is the designated MPO for this region and is responsible for transportation planning and overseeing transportation investments.
