Department of Health is monitoring “hot spots” in New York State.
Our actions determine our destiny – we changed the curve. We can control the spread of the virus. Our actions today determine the infection rate tomorrow. How we re-open is everything. Re-opening will be overseen by a multi-state council including NY, PA, MA, CT, RI, NJ and DE.

What You Need to Know

  • Governor Cuomo directed schools and nonessential businesses to stay closed for an additional two weeks through April 29th.
  • An Executive Order will direct employers to provide essential workers with masks free of charge to wear when interacting with the public.
  • Governor Cuomo and several northeast state Governors announced the creation of a multi-state council to restore the economy.
  • A bipartisan effort is being made with Maryland Governor Hogan to call for $500 billion in state aid.
  • Governor Cuomo sent a letter to the US Treasury to ensure that New Yorkers’ stimulus checks do not get frozen or seized by creditors.
  • An additional $200M in emergency food assistance will be available for low-income households enrolled in SNAP.
  • New COVID-19 testing facilities are opening downstate, primarily in minority communities. Find testing site locations and hours or operation.
  • $600 in additional weekly unemployment benefits will be made available to all New Yorkers; and the period covered by unemployment benefits is being extended for another 13 weeks, for total of 39 weeks.
  • New Yorkers who have recovered from COVID-19 are encouraged to donate blood. Here’s information on how to donate.
  • NYS is increasing the maximum fine for violations of the state’s social distancing protocol from $500 to $1,000.
  • New Yorkers without health insurance can apply through NY State of Health through May 15, 2020; must apply within 60 days of losing coverage.
  • New Yorkers can call the COVID-19 Emotional Support Hotline at 1-844-863-9314 for mental health counseling.
  • Testing is free for all eligible New Yorkers as ordered by a health care provider.
  • Your local health department is your community contact for COVID-19 concerns.

MONROE COUNTY UPDATE – April 13

New York State Report

•Overall Hospitalizations, ICU and intubations are down

•Still have 2,000 per day coming into the hospital system with COVID, but the rate of discharge allows for the hospital system to not be overwhelmed.

•22,727 Total US deaths

•Larger cities like NYC, Chicago, Detroit have high density which is why it spread so quickly.

•Remember the first lessons we learned.

•New Rochelle – one or two people who were infected were in dense gatherings with hundreds of people and that’s why that cluster sprung up so quickly. Exposure in dense environments. 

•Reopening: Delicate balance, this situation has never been done before, and there are warning signs from other countries. We will listen to the experts and follow the data. Plans to ease isolation, increase economic activity, recalibrate “essential worker” economy, apply more testing and precautions, do not increase infection rate.

•Next Steps: Reopening Plan-designed by experts – Public Health and Economic Experts.

•Regional Design-Larger geographic region the better (non-dense).

•Coordinated Design-Economic, transportation, schools, etc. Can’t open everything without the others. Can’t start one gear without other gears that support it.

•Testing will be Key – Precautions – masks, gloves, temperature taking are also key.

•Joining other Governors today to discuss a reopening plan together. Making an announcement later today. It’s just smarter for everyone if we work together on this one. Will work together as much as they can, though each state has different distinctions and that’s ok.

Albany Call

Creation of a Multi-State Council to develop a plan to reopen. Health Expert, Economic Expert and Chief of Staff from each state to come up with an integrated plan to start lifting the restrictions regarding the economy. The point is to develop a plan that focuses on health and safety in returning as well as economic growth. This is a “framework” for how to address these issues with our neighboring state, not a full plan that would go into action immediately. Should be developed in the coming weeks.

Monroe County

•Shifting into enforcement about social distancing. Code Enforcers will be enforcing the NY PAUSE order. Civil enforcement as well, literature will be in the cards of our LEO’s by the end of the day to use an education approach.

•The curve could change trajectory if we change our social distancing.

•Schools will open as a collaborative effort, but they are very unlikely to open again this school year. 

•One individual came into the jail on April 7th with no symptoms but ended up going to hospital for injuries and was tested because of a fever that developed and tested positive. Will be at the quarantine facility in Brighton, came into contact with family only. Individual lied in the screening process about not being around someone who had the virus.

So far, no staff members or other inmates have reported any symptoms even after being screened again.

•For all essential businesses or entities, any employees who are present in the workplace shall be provided and shall wear face coverings when in direct contact with customers or members of the public. Businesses must provide, at their expense, such face coverings for their employees. This provision may be enforced by local governments or local law enforcement as if it were an order pursuant to section 12 or 12-b of the Public Health Law. This requirement shall be effective Wednesday, April 15th at 8PM.
