Names Joseph Bovenzi Executive Director
The Genesee Transportation Council (GTC), the Metropolitan Planning Organization for Genesee-Finger Lakes region, has appointed Joseph Bovenzi as its Executive Director, effective March 23, 2026. He succeeds James Stack, who recently retired after many years of service to the organization and the region.
Bovenzi has been a member of the GTC staff since September 2010 and has been serving as Deputy Director – Administration & Operations. In that role, he led a wide range of regional transportation planning initiatives and operational coordination efforts.
As Executive Director, Bovenzi will oversee GTC’s regional transportation planning program and guide development of key federally required planning products, including the Long Range Transportation Plan (LRTP), the Unified Planning Work Program (UPWP), and the region’s Transportation Improvement Program (TIP). He will also oversee associated transportation plans and studies and work closely with local, state, and federal partners to advance strategic transportation investments across the nine-county region.
In this role, Bovenzi will lead a staff of nine Program Managers and Transportation Planners responsible for a range of regional planning activities, including grants and contracts administration, travel demand modeling and GIS, community engagement, active transportation planning, and coordination of the region’s Safe Streets and Roads for All (SS4A) safety initiatives.

Bovenzi holds a bachelor’s degree from SUNY Geneseo, a master’s degree in geography from Queen’s University in Kingston, Canada, and a master’s degree in public administration from SUNY Brockport. He is a graduate of The Eastern Transportation Coalition Operations Academy and a member of the American Institute of Certified Planners (AICP). Bovenzi frequently presents at professional transportation and planning conferences and serves as Director of the Genesee/Finger Lakes Section of the New York Upstate Chapter of the American Planning Association, where he supports professional development and collaboration among planners across the region.
